This bill provides for the restoration of a parent-child relationship in cases where a child has been stuck in foster care. This bill is an option for children who are unlikely to find a permanent home, even after diligent searches or a permanent placement, unless the parent-child relationship is restored. The bill provides a process through which the courts can restore the parent-child relationship after a trial in-home placement, a showing of sufficient remediation, the ability and willingness of the parent to properly care for the child, and clear and convincing evidence that restoration is in the youth’s best interests.
